HI Hat Restaurant Chinese 11530 Southwest Pacific Highway, Portland (503) 246-4055  This is a very old restaurant and there is a worn look about it, but the food is pretty resonably priced and it is pretty good. It smells of smoke becuase on one end is the bar and the smoke just kind of permiates the whole restaurant.
